19 maid agencies risk having licences revoked

Friday June 22, 2007
By MAZWIN NIK ANIS

PUTRAJAYA: Nineteen maid agencies risk having their licences revoked if they cannot disprove the allegations and complaints made against them.
Home Affairs Minister Datuk Seri Mohd Radzi Sheikh Ahmad said their licences had since been suspended and they have until the end of the month to appeal.

The agencies are :
Philipmore Sdn Bhd
Has Sdn Bhd
Sasyaz Sdn Bhd
MNK Sdn Bhd
Uni Tenaga Sdn Bhd
Sri Nadin Sdn Bhd
Indomaid (M) Sdn Bhd
AZ Sdn Bhd
Alaf Baru Sdn Bhd
Speecomaju Sdn Bhd
Princeton Sdn Bhd
Cita Selasih Sdn Bhd
Ibu Sdn Bhd
Ryuji Sdn Bhd
Srikanti Sdn Bhd
Abdullah dan Rakan Sdn Bhd
Sri Anika Sdn Bhd
Advance Advisory (M) Sdn Bhd
Vegah Sdn Bhd.

Mohd Radzi said it was the first time that such strict measures were taken against irresponsible maid agencies.
“For the agencies that come forward to prove the allegations wrong, investigations will be carried out before we can determine their fate.
“But for agents who do not even bother to appeal, we will just revoke their licences and they will no longer be able to operate an agency in future,” he told a press conference.
Mohd Radzi said the agency Kemas Cerah Sdn Bhd had been struck out of the list for sending an Indonesian maid to work with a real estate agent in Sentul when she was supposed to be employed in Kuala Terengganu.

The maid made headlines when she tried to escape from her employer by climbing down from the windows of a condominium unit.
Mohd Radzi said several regulations would be made to govern agencies, employers and maids.
“For a start, we want all of the 400-odd agencies to be members of the Malaysian Association of Foreign Housemaids (Papa), an association that the ministry recognised,” he added. The ministry has two hotlines, 03-8880 1455 and 03-8880 1399, to deal with employer and maid matters.

‘‘Marah nyamuk kelambu dibakar’’

Demikian nasib sesetengah pembantu rumah, semasa pergi mereka perlu membayar wang tertentu, pulang pun kadang-kadang diperas.

Amah Indonesia didera selepas empat bulan bekerja larikan diri

Talks with Indonesia to iron out maid issues

2007/05/16
MOUNTING complaints from local agents about the difficulty in getting Indonesian maids and excessive charges imposed by Indonesian agencies have prompted Home Affairs Minister Datuk Seri Radzi Sheikh Ahmad to meet with his counterpart at the end of the month.

He is also considering a review of some of the rules that favour the agencies. "We have received complaints from agents and employers over charges despite signing a memorandum of understanding with Indonesia last year. The fees have been settled but there still are complaints," he said in the parliament lobby yesterday.Under the MoU, Malaysia and Indonesia have fixed the agent’s fee for each maid at RM2,400. But Malaysian agents are charging more, claiming their Indonesian counterparts were demanding higher fees.Radzi said Indonesian agents were unhappy with their share of the fee and that many were now sending maids to other countries .

On complaints about arrangements which favoured the agency over the employer, Radzi said his ministry was considering reviewing the rules. "Each time a maid runs away, the employer is slapped with a fine and the agency is not culpable for anything. It is time something is done about this. We have to look at penalising the agency too." On average, 1,200 maids run away from their employers each month. Earlier, Radzi told the Dewan Negara that up to the end of last month, 68,138 Indonesian maids had fled the homes of their employers. The government is now considering allowing the recruitment of maids from India, Laos, Nepal, Vietnam, Timor Leste, Kazakhstan and Turkistan. To a suggestion by Datuk Tajul Urus Mat Zain that formal training be provided to improve the quality of the maids, Radzi said the idea was good but it would only increase the cost for a maid.

Abuse your maids and get banned for life

2007/06/18
PUTRAJAYA: People who ill-treat their maids may be barred for life from employing them.
The director of the Immigration Department’s enforcement division, Datuk Ishak Mohamed, said he would not hesitate to make such recommendations to the department’s foreign workers division.

"If indeed it is true that the employers abused or ill-treated their maids, we will recommend to the division that the employers be blacklisted forever from getting a maid," he said.
Ishak said a man in Dengkil, Selangor, who abused his maid, was recently blacklisted for life from getting another one.
"I made the recommendation to the foreign workers’ division and it was approved.
"We will definitely act against employers who acted inhumanly as their actions can mar the image of other employers and the country."

Commenting on the case of Indonesian maid Shamelin who tried to escape through the window of a 15th floor condominium in Sentul on Saturday, Ishak said he had ordered his officers to look into her employer’s background.
"We will also assist Shamelin if she wants to go back to her country. We will liaise with the Indonesian embassy," he said.

Shamelin, 33, from Sumatra, who alleged she was abused for months by her employer, tried to climb down the building using a rope fashioned from pieces of cloth tied together.
She made it to the 12th floor before getting cold feet and was rescued by firemen.

Employer says sorry for abusing Indonesian maid

KUALA LUMPUR, Tues:

The employer of the maid who tried to escape by climbing down from the 15th floor of a condominium has admitted to abusing the woman and apologised for it.
The employer, a 35-year-old woman, even tried to settle out of court, saying she would pay all the maid’s wages. However, the Indonesian Embassy, acting on behalf of the maid, has turned down the offer and will take the employer to court.A spokesman for the embassy said the maid, Ceriyati Dapin, 33, who had earlier been reported as being named Shamelin, would be protected by the embassy. He said the employer, her husband and a maid agency employee were met by Indonesian Embassy Immigration head Bambang Widodo, Security head Tatang Razak and the Attache for Labour Workers Teguh Cahyono.

"We have taken Ceriyati for a medical check-up. She is badly bruised and has lost 10kg in weight since she arrived in Malaysia," the spokes-man said. Sentul police chief ACP K. Kumaran said police had recorded a statement from the employer.Met at the embassy yesterday, Ceriyati claimed she had been punched, strangled and hit with objects by her employer since Jan 19."She would even strip me and abuse me in the bathroom if I made a mistake." She said the woman’s husband, who stayed at the condominium infrequently, was a good man and tried to stop his wife from abusing her, but to no avail. She said she had been beaten again on the day of her escape, which she claimed she decided on when her employer threatened to kill her if she made another mistake that day.Home Ministry secretary-general Tan Sri Aseh Che Mat visited Ceriyati at the embassy yesterday. He said he was sad and disappointed that such an incident had occurred.

Aseh also met other alleged victims there who were ab-used or mistreated and had not been paid for months.Ceriyati tried to climb down from the 15th floor apartment she was locked in, on Saturday. She fashioned a rope by tying pieces of cloth together. After climbing down several floors, she lost her nerve and clung on to the rope and the facade of the building. Residents who saw her hanging from the rope called firemen, who rescued the bruised maid.

Maid runs away after being beaten

Tuesday June 19, 2007

ANOTHER Indonesian maid has run away after being abused by her employer in Petaling Jaya, reported Berita Harian.
The 27-year-old maid, identified as Lilis, ran away on June 15 after being beaten by her female employer.

According to Bandar Sri Petaling Umno Youth chief Azizi Abd Razak, Lilis had been beaten and kicked, resulting in bruises and wounds on the face, chest and legs.
“Lilis was beaten up for having forgotten to turn off the fire while preparing soup,” Azizi said.
She had also forgotten to wake up the children for school.

Bosses should treat their maids with dignity

Tuesday June 19, 2007

I WAS very disturbed to read that Indonesian maid Shamelin tried to escape from her employer (“Maid gets cold feet while making daring escape” – The Star, June 17).
My heart goes out to the maid who was indeed so desperate that she was prepared to even risk her life to escape from “hell”.
My concern is the adverse publicity that has been generated worldwide, especially in the Indonesian media, which will give the impression that most Malaysians not only ill-treat their maids but also abuse them.
The negative reports will definitely affect our international image and Malaysians will be known as a group of mean people who do not treat their maids well.

This incident should serve as an eye-opener and warning to those who ill-treat their maids. My plea to current employers of foreign workers is to take a hard look at how you treat your maid.
Have a heart. It is true that some of them are slow, or even dumb, and make mistakes.
They wouldn't be maids if they were intelligent and very capable.
Treat them with dignity and like any other human being.
At worst, go seek a replacement.
Don't let the situation reach a point where the maid has to resort to something drastic, as what Shamelin did.
So please think carefully of the possible ramifications should you ill-treat your maid or any other foreign worker.

P. S.
Kuala Lumpur.

Rescued maid sent to Indonesian Embassy

Monday June 18, 2007

KUALA LUMPUR: The Indonesian maid who attempted to escape from her employer by tying pieces of clothing to climb down through the window of a 15th floor condominium unit has been sent to the Indonesian Embassy.
Sentul OCPD Asst Comm K. Kumaran said the 33-year-old woman, who alleged she had been physically abused by her employer, was sent to the embassy at about 8pm on Saturday after police had recorded her statement.
The maid, identified as Shamelin, was given outpatient treatment at Kuala Lumpur Hospital.
Police are expected to record a statement from her 35-year-old employer soon.
ACP Kumaran said police are investigating whether the employer had abused the maid as claimed by her.

The maid was rescued on Saturday after she was found clinging onto the wall of a 12th floor unit of the condominium in Sentul here by several passers-by.
They then called the Fire and Rescue Department, whose personnel brought her down.
It is learnt the maid was overcome by fear when she reached the 12th floor and decided to stay where she was.

PAPA : Most runaway maids mistreated

Wednesday May 23, 2007

BY SHAHANAAZ HABIB

KUALA LUMPUR: Between 80% and 85% of foreign maids who run away do so because their employers mistreat them, according to Malaysian Association of Foreign Housemaids Agencies (Papa).
Its president Datuk Raja Zulkepley Dahalan said employers make the maids wash their cars, their dogs, do too many things and work for too long hours, so much so that they could not take it any more.“And so they run away,” he said in an interview.
Raja Zulkepley also said employers should be penalised for their runaway maids and not the agents.“It’s like a marriage,” he said. “If a kadi solemnises a marriage between a man and a woman, would you blame the kadi if the marriage fails? It is up to the two parties involved to work things out.”

His statement contrasted sharply with the one made by Associationof Private Employment Agencies (Pikaps) president Datuk Abdul Baharom Ghani who reportedly claimed that 99% of maids who ran away had lovers in Malaysia and had planned their escape even before coming into the country.
Home Affairs Minister Datuk Seri Radzi Sheikh Ahmad said recently that an average of 1,000 maids a month ran away from their employers, based on current figures. He said there were also reports that some agents were working in cahoots with maids, encouraging them to run away from employers after the replacement period of three months was over.
This way, each maid can be “recycled” about four times a year and the unscrupulous agencies can make RM20,000 annually from each maid.Raja Zulkepley said about 100 of the 345 agencies registered to bring in foreign maids were under Papa and they were not involved in persuading maids to run away.
“So it is not right to blame Papa for the runaways. Any move to penalise agents for runaway maids should be done very carefully as we have found that most cases are due to the faults of employers,” he said.
He added that because Malaysia offered very low wages for Indonesian maids, averaging about RM500 a month, naturally it only got class “E” or low quality maids.
